Regulations on the Interdepartmental Commission of the Security Council of the Russian Federation on Information Security

REGULATIONS

«On the Interdepartmental Commission of the Security Council of the Russian Federation on Information Security»

I. General provisions

  1. The Interdepartmental Commission of the Security Council of the Russian Federation on Information Security (hereinafter referred to as the Commission) was formed in accordance with the Law of the Russian Federation «On Security» and the Regulations on the Security Council of the Russian Federation, approved by Decree of the President of the Russian Federation of July 10, 1996 N 1024 «Issues of the Council Security of the Russian Federation.»
  1. The Commission was created in order to implement the tasks assigned to the Security Council of the Russian Federation (hereinafter referred to as the Security Council) in the field of ensuring information security of the Russian Federation .
  1. The legal basis for the activities of the Commission is the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, the Regulations on the Security Council of the Russian Federation, as well as these Regulations.

II. Functions of the Commission

  1. The Commission is assigned the following functions:

preparing proposals to the Security Council for the development and implementation of the main directions of state policy in the field of ensuring information security of the Russian Federation;

analysis and forecasting of the situation in the field of information security of the Russian Federation;

identification of sources of danger, assessment of external and internal threats to information security and preparation of proposals to the Security Council for their prevention;

consideration in the prescribed manner of projects of federal target programs aimed at ensuring information security of the Russian Federation, preparation of relevant proposals;

participation in the preparation of materials on issues of ensuring information security of the Russian Federation for the annual message of the President of the Russian Federation to the Federal Agency and for reports of the President of the Russian Federation;

preparation of proposals on draft decisions of the Security Council and information security analytical materials for its meetings on issues of ensuring information security of the Russian Federation;

analysis of information on the state of information security of the Russian Federation and preparation of recommendations to the Security Council on improving the information security system of the Russian Federation;

preparation of proposals to the Security Council on the development of draft regulatory legal acts aimed at ensuring information security security of the Russian Federation.

III. Procedure for the formation and activities of the Commission

  1. The Commission is created, reorganized and abolished by decree of the President of the Russian Federation. The regulations on the Commission are approved by the President of the Russian Federation on the proposal of the Secretary of the Security Council of the Russian Federation (hereinafter referred to as the Secretary of the Security Council).

The Commission includes heads of federal government bodies and (or) their deputies (including by agreement). If necessary, other persons may be included in its composition.

  1. The Chairman of the Commission is appointed by the President of the Russian Federation. The Chairman of the Commission has one deputy.

The Chairman of the Commission and other persons included in the Commission carry out their activities on a voluntary basis.

  1. To carry out its functions, the Commission has the right:

request and receive, in the prescribed manner, the necessary materials and information from federal government bodies, government bodies of constituent entities of the Russian Federation, as well as from institutions, organizations and officials;

use in the prescribed manner order by data banks of the Administration of the President of the Russian Federation and federal government bodies;

use state, including government, communication systems;

attract scientists and specialists in the prescribed manner to carry out analytical and expert work;

interact in the prescribed manner with independent divisions of the Administration of the President of the Russian Federation, federal government bodies, government bodies of the constituent entities of the Russian Federation Federation, as well as with institutions, organizations and officials on issues within its competence;

prepare proposals for concluding, in the prescribed manner, contracts with research organizations, institutions and specialists to carry out work and research in the field of information security;

summarize and submit information on issues to the Security Council within its competence;

determine the agenda of Commission meetings and draw up lists of persons invited to them.

  1. The work of the Commission is carried out according to plans approved by the Secretary of the Security Council.
  1. Meetings of the Commission are held at least once a month. If necessary, extraordinary meetings of the Commission may be held.

The presence of its members at the meeting of the Commission is mandatory. They do not have the right to delegate their powers to other persons. If a member of the Commission is absent from the meeting, he has the right to express his opinion on the issues under consideration in writing.

  1. Members of the Commission have equal rights when discussing the issues under consideration. Decisions of the Commission are made by a majority vote of the members of the Commission present at the meeting and are documented in a protocol signed by the chairman of the Commission. In case of disagreement with the decision made, a member of the Commission has the right to express his opinion in writing, which is subject to mandatory attachment to the minutes of the meeting.

Decisions of the Commission, approved by the Secretary of the Security Council, are subject to mandatory consideration by federal executive authorities.

  1. Information, logistical and other support for the activities of the Commission is provided by the apparatus of the Security Council, as well as, if necessary, federal government bodies, whose representatives are members of the Commission.
